My roots are in criminology, but my methods travel across sectors. I work with cities, agencies, nonprofits, universities, and law firms, both inside criminal justice and well beyond it. Most projects begin the same way: an organization has data it can't fully use, a program it needs to know is working, or a team that wants to learn to answer its own questions.

* In keeping with Dr. Kotlaja's affiliation with Justice System Partners, all engagements in the criminal-justice space, across expert witness, evaluation, research, training, and technical assistance, are first screened for actual or perceived conflicts of interest with JSP's active portfolio. Matters that are a stronger fit for JSP are referred there; the independent practice focuses on smaller, grassroots engagements.
